Finalizing Policy Recommendations on Skills in Dual Education

The Modern Education Foundation is pleased to announce that we are nearing the final stages of our comprehensive analysis on the collaboration between vocational education and training (VET) institutions and companies. This important study, part of the Balkan WBL Cooperation project, focuses on enhancing cooperation across the Balkan region to boost work-based learning (WBL) as a tool for mitigating high unemployment rates, elevating the region’s competitiveness, and making it a more appealing destination for foreign investment.

Our analysis examines the efficacy and relevance of skills training in apprenticeships, addressing critical challenges such as the misalignment between practical training and learning outcomes, the need for a stronger focus on transversal skills and competencies, and the importance of improved knowledge exchange between VET stakeholders.

We recognize the vital role of dual education and robust school-industry cooperation in shaping the future of VET. As part of our commitment to improving the formulation, implementation, and assessment of skills acquired by apprentices—including essential green and digital skills—we invite all stakeholders to contribute to this ongoing effort.
